
Get Ready, Government to Implement New Regulations Regarding AI
Jakarta, CNBC Indonesia –Indonesia is preparing to introduce a number of regulations regarding Artificial Intelligence (AI). These regulations will be outlined in a roadmap and a Presidential Regulation (Perpres), which are currently being drafted simultaneously.
“Currently, the Ministry of Communication and Digital is working to create our national AI roadmap. Secondly, we are preparing a Presidential Regulation (Perpres), a presidential regulation for the use and development of artificial intelligence. This includes ethics. These are being implemented simultaneously,” said Deputy Minister of Communication and Digital (Komdigi), Nezar Patria, during a book discussion with the Deputy Minister of Communication and Digital: Neksus – The History of Information Networks from the Stone Age to Imitative Intellect, Monday (July 21, 2025).
In drafting these regulations, Nezar stated that his ministry is benchmarking AI regulations at the global level and assessing the readiness to adopt the technology in various sectors.
Several regulations are being reviewed from the United States (US), China, Japan, India, and South Korea. These regulations are being compared and reviewed in the Indonesian context.
Meanwhile, for the sectors, ranging from education, health, transportation, agriculture, and other sectors, the government also met with stakeholders such as industry players, communities, and university research bodies.
“We’re using a bottom-up approach. So, stakeholders discuss and formulate, while the ministries conduct benchmarking, and then later, we meet in the middle, and we’ll wrap things up more systematically. We’ll summarize all the important points. Then, the results of the discussions will be formulated into an AI roadmap, which will also serve as material for drafting a presidential regulation on AI,” he said.
Nezar also stated that ideally, a law would be in place. However, it would be a long process to create, while technological development continues to progress rapidly.
Unfortunately, Nezar was unwilling to elaborate on the contents of the roadmap being developed. He only stated that discussions are ongoing and the formulation process is ongoing.
Both the roadmap and the Presidential Regulation are on schedule. The roadmap itself will be finalized by the end of July and submitted to public review in August.
The Presidential Regulation is still being harmonized. Nezar said it will likely be available in September.
“Well, after this discussion, we’ll conclude by the end of July, and then in August we’ll submit the draft for public review. We hope to have it ready by the end of August,” he explained.
“Meanwhile, the presidential regulation will undergo further harmonization, which will likely be completed by September,” he added.
The Need for AI Regulation
In developing the AI roadmap, he emphasized the importance of the need for regulation in this sector. This is because AI is developing so rapidly, from generative AI to agentic AI.
“Not to mention agentic AI, according to several industry players in this field, they will move towards physical AI. Physical AI is how agentic AI integrates with physical robots,” said Nezar.
Not to mention the need to assess the readiness or level of adoption of AI in several sectors. The government is currently assessing the level of readiness for AI adoption.
This includes assessing which sectors AI can provide significant benefits.
“Specifically, for example, in industry, or in education, optimizing production processes involves how it can support the teaching and learning process without losing the essence of education. So, we’re discussing, studying, and looking for benchmarks for these things,” he said.
